Some tables have no rows — how do I add them?

A few tables are registers rather than fixed forms: the rows are not known in advance, so you create them with Add row in the grid.

Every row must have its key filled in — that is what the authority uses to identify the row — and generation refuses while a key is missing, rather than producing a row with no identity. One table keys on two columns together, and both are required.
