Permissions are granted per report type, not for the portal as a whole. The person completing COREP does not need to see the anti-money-laundering return.

The levels are ordered: whoever may review may also write, and whoever may write may also read. You therefore only need to grant the highest level a person should hold.
No access is the starting point. A new user sees nothing until an administrator grants access to a report type.
