Can we separate the person who prepares from the person who approves?
Yes. Grant write to whoever completes the report and review to whoever approves it, on the same report type. The first
can then work on the report but not seal it, and sealing becomes a separate, deliberate step performed by someone else.
Sigill does not force two people, however. Someone with review may both complete and seal the same report, and an
administrator may always do both. The reason is that many institutions are too small to divide the work — a mandatory
rule would make the service unusable for them without protecting anything, since the same person files the file with the
authority in any case.
Who sealed a report is always recorded and shown on the report.
